  1. How an #Influenza #pandemic could spread. The issue is both technical
and managerial, and it may illustrate a failure of application.

Technically and *scientifically* , we understand the issue. It’s no wonder
the virus is so effective at spreading; it is an *ever **#evolving**
threat* with at least 256 theoretically possible combinations and so many
animal reservoirs. So far, it seems #BirdFlu may be pandemic in Birds
alone… But it is a matter of time before it becomes pandemic in humans.

From a *management* perspective, we don’t even want to think about it, let
alone implement the lessons of #RiskAssessement . This pandemic would be
no #BlackSwan , and we’re not prepared for it. All the worldwide thinking
about #HealthcareReform is hobbled by the futile search for #Efficiency in
hospitals, and leaves them far too #LeanAndMean , un-equipped for *when*
    the #FluPandemic hits.
